This book has its origins in an M.I.T. research project that was funded by the U.S. Environmental Protection Agency (EPA). Our immediate objective was to prepare a set of case studies that examined bargaining and negotiation as they occurred between government, environmental advocates, and regulatees throughout the traditional regulatory process. The project was part of a larger effort by the EPA to make environmental regulation more efficient and less litigious. The principal investigator for the research effort was Lawrence Sus skind of the Department of Urban Studies and Planning. Eight case studies were prepared under the joint supervision of Susskind and the authors of this book. Studying the negotiating behavior of parties as we worked our way through an environmental dispute proved enlightening. We observed missed oppor tunities for settlement, negotiating tactics that backfired, and strategies that ap peared to be grounded more in intuition than in thoughtful analysis. At the same time, however, we were struck by how often the parties ultimately managed to muddle through. People negotiated not out of some idealistic commitment to consensus but because they thought it better served their own interests. When some negotiations reached an impasse, people improvised mediation. These disputants succeeded in spite of legal and institutional barriers, even though few of them had a sophisticated understanding of negotiation.

The discovery in 1977 that genes are split into exons and introns has done away with the one gene - one protein dogma. Indeed, the removal of introns from the primary RNA transcript is not necessarily straightforward since there may be optional pathways leading to different messenger RNAs and consequently to different proteins. Examples of such an alternative splicing mechanism cover all fields of biology. Moreover, there are plenty of occurrences where deviant splicing can have pathological effects. Despite the high number of specific cases of alternative splicing, it was not until recently that the generality and extent of this phenomenon was fully appreciated. A superficial reading of the preliminary sequence of the human genome published in 2001 led to the surprising, and even deceiving to many scientists, low number of genes (around 32,000) which contrasted with the much higher figure around 150,000 which was previously envisioned. Attempts to make a global assessment of the use of alternative splicing are recent and rely essentially on the comparison of genomic mRNA and EST sequences as reviewed by Thanaraj and Stamm in the first chapter of this volume. Most recent estimates suggest that 40-60% of human genes might be alternatively spliced, as opposed to about 22% for C. elegans.

Alternative Energy Sources is designed to give the reader, a clear view of the role each form of alternative energy may play in supplying the energy needs of the human society in the near future (20-50 years). The two first chapters on |energy demand and supply| and |environmental effects,| set the tone as to why alternative energy is essential for the future. The third chapter gives the laws of energy conversion processes, as well as the limitations of converting one energy form to another. The section on exergy gives a quantitative background on the capability/potential of each energy source to produce power. The fourth, fifth and sixth chapters are expositions of fission and fusion nuclear energy, the power plants that may produce power from these sources and the issues that will frame the public debate on nuclear energy. The following five chapters include descriptions of the most common renewable energy sources (wind, solar, geothermal, biomass, hydroelectric) some of the less common sources (e.g. tidal and wave energy). The emphasis of these chapters will be on the global potential of each source, the engineering/technical systems that are used in harnessing the potential of each source, the technological developments that will contribute to wider utilization of the sources and environmental effects associated with their wider use. The last three chapters are: |energy storage,| which will become an important issue if renewable energy sources are used widely. The fourteen chapters in the book have been chosen so that one may fit a semester University course around this book. At the end of every chapter, there are 10-20 problems and 1-3 suggestions of semester projects that may be assigned to students for further research.
